CRANE LAKE WATER & SANITARY DISTRICT (CLWSD)
BOARD OF MANAGERS’ SPECIAL MEETING
September 21, 2017 – 1:00 P.M.
CRANE LAKE CHAPEL FELLOWSHIP HALL
The meeting was called to order by Chairman Rob Scott at 1:05P.M.
Members present: Managers Bruce Beste, Bill Congdon, Darrell Scott & Rob Scott.
Members absent: Mark Anderson.
Also present: Jason Chopp of S.E.H., Clerk/Treasurer Jo Ann Pohlman and three members of the community.
Chairman Rob Scott explained the order of business. The Special Meeting was called to address the Handberg Road Extension – Phase II. The meeting will cover the bid opening results, and a review of the financials and connection variances related to the Project.
Two bids were received for the Handberg Road Extension Phase II project – George Bougalis & Sons at $527,453.00 and Wagner Construction at $476,457.50. The engineers estimate for the project was $444,550.00. S.E.H. recommended going with the lowest bidder.
The Board reviewed the financing for the project with the understanding that the IRRRB Grant and the State Bonding Grant must be used first, followed by the Legacy Grant monies. It was agreed that the funds were available to do the Project.
Variances for the Project were reviewed. Joe Bonner’s variance would remain in place as previously approved. Ruth L. Carlson removed her variance request. There were no other variance requests.
The Board reviewed the received bids with S.E.H. and deliberated on each bid. The Board also discussed the concept of the ‘lowest responsible bidder’ and concerns about differences in quality and integrity between the bidders based on past experience. A motion was made by R. Scott, supported by D. Scott to select George Bougalis & Sons as the contractor for the project. R. Scott, D. Scott, and B. Beste voted in favor; B. Congdon voted against and the motion carried.
The meeting was adjourned at 1:25PM
