PRELIMINARY ASSESSMENT HEARING
July 29, 2010 – 7:30 P.M.

The meeting was called to order by Chairman Rob
Scott at 7:30P.M.
Members present:
Managers Mark Anderson and Rob Scott. Manager Dave Adams arrived at
7:35PM.
Members absent: Bill Congdon and Darrell Scott.
Also present:
S.E.H. Representative Randy Jenniges, Clerk/Treasurer Jo Ann Pohlman, and
7 members of the community.
Chairman Scott opened the Hearing by introducing
Randy Jenniges of S.E.H. who would review the recommended design for the CSAH
24 Extension within the ESA. Chairman Scott then reviewed the history of the
District for those present emphasizing that the ESA was divided into eight
sections. The deciding factor on which
section to address is determined by the amount of money available for each
project. Approximately $100,000 has been
awarded from Taconite Production Funds and $150,000 has been awarded from the
State Bonding Bill for this project.
Randy Jenniges reviewed the agenda and provided the
engineering presentation.
Public Comments:
Why aren’t gravity systems being considered for this
area? Because some lots have extensive
bedrock and a gravity system would require larger pipes at increased expense. Also manholes would be required every 400
feet with 8” line between, again increasing the expense.
Will the figures for the special assessments change
after the bids come in? The bids will be
compared to the estimate and changes will be considered at that time.
Easements will be required.
How are special assessments collected? An assessment would be applied to each parcel
code. Individuals would have the option
to pay part of the assessment or the entire assessment by November 15th
of this year. After that, any remainder
or the entire special assessment plus interest would be included on property
tax statements. Individuals have the
opportunity to pay the total remaining special assessment off each year by
November 15th.
A final assessment hearing will be held between the
bidding process and construction completion.
If a customer owned another property in the project
area, could another special assessment be paid and another tank be placed? Yes.
How would this be done if the location has not been
determined? The District has not done
this in the past.
If a tank has been placed but is not in use, is
there a monthly fee? Yes.
What is the timeline for the work? The Preliminary Assessment Hearing is
tonight. The plan is to advertise for
bids after the August 4th Board of Managers’ Meeting. Advertisements for bids would be placed in
papers. The first date the bids could be
opened would be August 26th.
The engineers would then review the bids and make a recommendation to
the Board. A contractor could be
selected and work could begin as early as September 1st.
