CLWSD Newsletter #8 – May 2003

 

 

This newsletter is being mailed to all property owners within the Crane Lake Water and Sanitary District and other interested parties.  It provides a summary of the Board of Managers activities and related requirements for Board decisions.

 

FINANCIAL PLAN WORKSHOP

 

This past week, the District initiated construction of its Western Service Area (“Gold Coast”) sanitary sewer system.  The Board is pleased to be initiating this long-awaited project.

 

The Board is now turning its attention to developing and implementing a program of rates, fees and charges to support both the upfront capital and ongoing operation costs of the project.  To initiate this important process, the District is planning a workshop to be held during the next Board meeting on:

 

May 21, 2003 at 7:30PM at the Crane Lake Chapel Fellowship Hall

 

We want to hear your thoughts and concerns at this workshop!  The District’s financial consultant, Scott Harder with Environmental Financial Group, Inc., will be presenting financial plan concepts and soliciting public input and discussion.  He will provide an overview of the project from a financial perspective and provide insights into how to put in place a financial program that fairly spreads its costs.  Some of the ideas Scott will discuss include:  special assessments, user charges, hook-up fees  for future connections, and ways to accommodate seasonal customers.

 

The most important part of this workshop will be to hear from you!  Only by understanding your wastewater service needs can the District develop rates, fees and charges that fairly spread the costs to customers and benefiting properties.  We hope you can make it to our workshop.  If you cannot and have information or concerns to share, please call Mike White at 218/993-2424.  You can also contact Scott Harder directly either by email at seharder@efg.com or by phone at 612/872-0510.

 

REQUEST FOR INJUNCTION

 

The Request for a Temporary Injunction was heard at the Court House in Virginia on May 13, 2003.  The Court took the request under advisement and indicated a decision will be issued as soon as within a week.  The Board is confident that this Court action will not have an adverse effect upon construction schedules.

 

BOARD MEETING SCHEDULE

 

The Board has traditionally held one regular meeting per month.  However, the Board anticipates a marked increase in activity with the start of construction and contracting with a business consultant.  In recognition of its obligation to be available to District residents and property owners, the Board has decided to hold two regular meetings per month on the first and third Wednesdays at 7:30PM.  The meetings are at the Crane Lake Chapel Fellowship Hall.  The next regular meeting will be held May 21, 2003.
