PUBLIC HEARING – HANDBERG ROAD EXTENSION PHASE II
April 5, 2017 – 2:00 P.M.

The meeting was called to order by Chairman Rob Scott at 2:00P.M.
Members present: Managers Bruce Beste, Bill Congdon, and Rob Scott.
Members absent: Mark Anderson and Darrell Scott.
Also present: S.E.H. Representatives Randy Jenniges, Jason Chopp & Mike Larson; Jim Orton of Orton Construction; Ron Rutchasky of Rutchasky Enterprises; CLWSD Advisory Rep. John Connaker; Clerk/Treasurer Jo Ann Pohlman; and 9 members of the community.
Chairman Scott opened the Hearing by explaining the purpose of the meeting was to consider the making of improvement of the extension of the sanitary sewer system to serve the Handberg Road area called the Handberg Road Extension-Phase II project. He then proceeded to review the history of the District for those present emphasizing the most recent extensions down CSAH 24 to Anderson Outfitters from 2008-2011 and the Handberg Road Extension-Phase l from 2013-2016. The Board’s current focus is on Phase II of the Handberg Road Extension to be discussed at this meeting, the annexation of Kicker Boulevard to the District, and site surveys in the unsewered areas of the District.
Chairman Scott then introduced Randy Jenniges of S.E.H, who in turn introduced Jason Chopp and Mike Larson, also of S.E.H.
Jason Chopp provided the engineering presentation of the proposed Phase II work on Handberg Road with input from Randy Jenniges and Mike Larson. There is approximately $936,000 being considered for the project with a $7,500 property owner assessment. Grant funds are from Minnesota State Bonding and Clean Water Legacy. There is currently a 3” force main down Handberg Road, a 2” HDPE force main stub to Rocky Road, service stubs and 2 service connections. The proposal is to directional drill a 2” force main along Rocky Road and a 1.25” HDPE service lines. Structures to be added are air/vacuum release manholes; gate valves; with curb stops, backflow preventers & simplex grinder stations near each home. The planned timeline would include bids in July with construction in late summer or early fall.
Discussion followed with the Board, the Engineers, and the Public.
