BOARD OF MANAGERS’ SPECIAL MEETING
July 15, 2014 – 9:00 A.M.

The meeting was called to order by Chairman Rob Scott at 9:00A.M.
Members present: Managers Mark Anderson, Bruce Beste, Bill Congdon & Rob Scott
Members absent: Darrell Scott
Also present: ESA Advisory Rep. John Connaker, Sewer Operator Terry Jackson & Clerk/Treasurer Jo Ann Pohlman
BUSINESS:
Those present discussed the 2014 freezing damage and what direction repair and preventive action should take.
The chronologic order of freezing was discussed with the first place being E.J. Dawson on Gold Coast Road on February 8th, with Beckmann being the first to freeze on Bayside Drive on February 13 with the rest of the Bayside customers following between the 13th and the 20th. Hilltop and Gold Coast Road grinders began freezing the first part of March.
The insurance adjuster has requested a map of the areas affected by freezing. Bruce Beste will work on supplying that map.
The following suggestions were made to prevent freezing next winter: Heat tapes at the Dawson and Stahnke residences. The introduction of water from each arm/extension of the sewered area is being considered. Sandy Bodkin would continue to run water beginning in December, as she did this past winter, to keep the Bowser Court line open. Brad Blazevic will be consulted about running water to keep Gold Coast Road open. Dave Beckmann will be consulted about running water to keep Bayside Drive open and Rob Scott will run water to keep Hilltop Road open. Randy Jenniges of S.E.H. will be consulted on the amount of water that will be needed to run through the lift station to keep the system operational.
Cement blankets for grinders that are used during the winter months are being considered.
Insulating of grinder lids and sides will be considered.
In the past, individual property owners have done their own winterizing. This year, beginning with the August billing, a notice will be sent to all customers requesting that the District be notified prior to winterization so the District can assist with the winterizing and turn off curb stops. The District would also need to be notified prior to arrival of summer residents to turn their systems on again in the spring.
The District is considering the elimination of monthly meter reading for billing purposes and using an averaging system instead with one reading per year to even things out. This will be discussed at the August meeting.
Information will be sent to Randy Jenniges advising of the District’s preventive action plans for future freezing.
