BOARD OF MANAGERS’ REGULAR  MEETING

Crane Lake Visitor Center

Wednesday, March 4, 2026 – 1:00 PM

 

 

 

The meeting was called to order at 1:05PM

 

Members present: Mark Anderson, Bonnie Caughey, Deena Congdon and Rob Scott. Also present: Clerk/Treasurer Jo Ann Pohlman.

Members absent:  Darrell Scott.

 

 

Minutes: A motion was made by D. Congdon, supported by B. Caughey, to approve the minutes of the 2/4/26 Regular Meeting.  All voted in favor and the motion carried.

 

Correspondence:  The correspondence list was reviewed by the Board.  A motion was made by M. Anderson, supported by B. Caughey that the correspondence be placed on file and acted upon as required. All voted in favor and the motion carried.

 

Treasurer’s Report:  Clerk/Treasurer J. Pohlman presented the January 2026 Financial Statements to the Board.  February 2026 payroll:  Admin – $2,494.00 & Operating – $5,973.00.  Payroll Taxes:  PERA – $1,414.58, Fed Dep. – $2,367.52, & MN Dep. – $444.00.  $251.78 was transferred from Capital Reserve Savings to Operating Checking for the Side-by-Side mirror kit.   A motion was made by M. Anderson, supported by R. Scott, to accept the Treasurer’s Report as presented and to approve the bills as follows:  Admin – $1,350.49 and Operating – $8,185.60. Payment of the Pumper Truck Axle invoice of $4,000.00 was also approved for payment upon Fund expenditure determination. All voted in favor and the motion carried.

 

Funding Balances:  There were no changes to the balances.

 

Administration

  • Ordinance 3 review:  The Board continues their Ordinance 3 review for updating.

 

Joint Powers Board

  • State and Federal Grant Funding:  There was no JPB meeting.  Future grant funding is currently at the legislative level.

 

S.E.H. Engineering Update 

  • Plant Improvement Project: R. Scott has been communicating with Mia Thibodeau of Fryberger Law Firm regarding requirements for utilizing a best value contracting approach for the project, and with Costin Group for funding options.

 

O & M. Update (Decentralized)

  • Jeff Truebenbach Report: Everything is pretty quiet.
  • Management Program Update:  The Board was advised of one property billing rate increase from $45 per month to $90.
  • Yearly O&M Review:  There was no report.

 

O & M Update (Centralized)

  • Jeff Truebenbach Report: Plant – The plant is currently processing 22,000 gallons per day.  The manifold at the plant has a leak and has been temporarily shored up.  MN Pump has been to the plant to measure things so it can get replaced.  Pricing should arrive soon. Plant Temperatures – The temperatures at the plant have risen and are currently between 39 and 40 degrees.
  • Operations Report:  Rob Scott, Jr. provided the following report:  We met all the MPCA effluent limits for the month of January.  The plant is operating well. The influent volume is running at normal winter levels. The plant water temperature has been as low as 39 degrees but climbing into the 40’s regularly.  It was 43 degrees last Saturday. Mn Pump had to come up last month to help us address a minor leak. It was temporarily taken care of until they return this spring for further work projects.
  • Maintenance Facility:  Work will continue when the weather improves.

O & M Update (Centralized) (Cont.)

  • Maintenance Vehicle:  The mounting for the winch is being installed.
  • Pumper Truck:  The pumper truck is in the process of axle replacement and DOT inspection.  Craig Campbell retired as one of the District’s pumper truck drivers.  Craig is the District’s licensed Maintainer for wastewater hauling.  Craig agreed to let the District continue to use his license until the District arrives at a solution.  A motion was made by B. Caughey, supported by M. Anderson, to approve and sign Craig Campbell’s letter allowing the District to use his Maintainer Certification until a certified Maintainer can be found.  The District would be responsible for cleanup costs and any acquired costs for fines and violation fees that may occur while using his Maintainer license.  The District added an addendum to the letter accepting the cost of $1,200.00 per month that the pumper truck is in use to be paid to Craig Campbell.  All voted in favor and the motion carried.
