CRANE LAKE WATER & SANITARY DISTRICT (CLWSD)
BOARD OF MANAGERS’ REGULAR MEETING
Crane Lake Visitor Center
Wednesday, April 1, 2026 – 1:00 PM
The meeting was called to order at 1:00PM
Members present: Bonnie Caughey, Darrell Scott and Rob Scott. Also present: Maintenance Worker Jeff Truebenbach and Clerk/Treasurer Jo Ann Pohlman.
Members absent: Mark Anderson and Deena Congdon
Minutes: A motion was made by R. Scott, supported by D. Scott, to approve the minutes of the 3/4/26 Regular Meeting. All voted in favor and the motion carried.
Correspondence: The correspondence list was reviewed by the Board. A motion was made by D. Scott, supported by R. Scott, that the correspondence be placed on file and acted upon as required. All voted in favor and the motion carried.
Treasurer’s Report: Clerk/Treasurer J. Pohlman presented the February 2026 Financial Statements to the Board. March 2026 payroll: Admin – $2,260.00 & Operating – $7,698.00. Payroll Taxes: PERA – $1,169.30, Fed Dep. – $1,902.44, & MN Dep. – $336.00. A motion was made by R. Scott, supported by D. Scott, to accept the Treasurer’s Report as presented and to approve the bills as follows: Admin Fund – $1,303.63, Legacy 6 Fund – $7,161.46, and Operating Fund – $8,931.20. All voted in favor and the motion carried.
Grant & Loan Balances: There were no changes to the balances.
Administration
- Ordinance 3 review: The Board continues their Ordinance 3 review for updating.
- Fraud Reporting Procedure: The District Auditor – Walker, Giroux, & Hahne – provides random inquiries to management and/or staff about the risks of fraud as part of the yearly audit. Questionnaires received by Board Members were completed and returned to Walker, Giroux, & Hahne as requested.
- Early Tax Distribution: A motion was made by R. Scott, supported by D. Scott, to decline early property tax distribution. All voted in favor and the motion carried.
Joint Powers Board
- State and Federal Grant Funding: There was no report.
S.E.H. Engineering Update
- Plant Improvement Project: There was no report
O & M. Update (Decentralized)
- Jeff Truebenbach Report: There is not much happening. The pumper truck is back at the plant.
- Management Program Update: There were no changes.
- Yearly O&M Review: Bonnie is working on the spreadsheet for Jeff to work with this summer.
O & M Update (Centralized)
- Jeff Truebenbach Report: The plant is currently processing 20,000 gallons per day. Temps are in the 40’s for influent. The manifold repair is hopefully happening this month.
- Operations Report: Rob Scott, Jr. provided the following report: We met all the MPCA effluent limits for the month of February. The plant is operating well. The influent volume is running at normal winter levels. The plant water temperature has been as in the 40’s regularly now. Jeff will have more on the day-to-day operations at the meeting.
- Maintenance Facility: Work will continue when the weather improves.
- Maintenance Vehicle: The sign for the CanAm was received. The wording was Crane Lake Water & Sewer District rather than Crane Lake Water & Sanitary District. The Board agreed the sign was fine as is.
- Pumper Truck: The DOT inspection, axle replacement and valve repair are complete.
- The drop box for sewer bill payments will be installed on the Visitor Center wall next to the side entrance.
- Summerization: Summerization of the plant will begin in a couple of weeks.
