BOARD OF MANAGERS SPECIAL MEETING

September 23, 2002 – 6:00 PM

CRANE LAKE CHAPEL

Study Session

The meeting was called to order by Vice-Chair Darrell Scott at 6:00PM.

Members present:  Managers Darrell Scott, Jim Sanborn, Michael White and Deena Congdon.  Members absent:  Manager David Dill.

Also present:  Jim Pucel of RLK-Kussisto, Mary Francis Skala of Fryberger, et al, Clerk Jo Ann Pohlman and 11 members of the community.

Attorney Mary Francis Skala of Fryberger et al was introduced to the Board and the community members present.

Mary Francis reviewed the draft ordinance dated July 23, 2001.

Some items for consideration brought out at the meeting were:

Does the District intend to issue permits for septic systems?  Regulating would probably require a separate ordinance.

Think about fee for repair of individual pumps, etc. for Individual Treatment Systems.

The connections to property owner’s buildings in the Gold Coast System would need to be inspected to insure the integrity of the treatment system.

Nancy Larson of the CDBG will be contacted by Jo Ann regarding an Assessment Abatement application.

Mary Francis will provide the Board with a list of items that the Board should address in the Ordinance.

The following meetings were set:

• October 2, 2002 – Board of Managers Regular Meeting at 7:30PM, with a study session beginning at 7:00PM.
• October 23, 2002 – Board of Managers Special Meeting and Bid Opening at 7:30PM, with a study session beginning at 7:00PM.
• November 6, 2002 – Board of Managers Regular Meeting, Bid Award, and Public Hearing at 7:30PM, with a study session beginning at 7:00PM.
• All meetings will be at the Crane Lake Chapel Fellowship Hall.

Vice-Chair Darrell Scott adjourned the meeting at 8:10PM.
