CLWSD Newsletter #6 – June 2002
This newsletter is being mailed to all property owners within the Crane Lake Water and Sanitary District and other interested parties. It provides a summary of the Board of Managers activities and related requirements for Board decisions.
WESTERN SERVICE AREA
Completion of property owner easements is now the most important part of the entire Gold Coast Project. Please contact the Board (218-993-2600) if your signed easement has not yet been returned. We cannot enter the funding and construction process without the signed easements.
The plant discharge site easement has been received from the Minnesota Historical Society. The purchase of the Potlatch land for the plant site and the U.S. Forest Service permits are about complete. None of these should cause a delay in the process.
The Board faces several issues that must be resolved before an operating budget can be determined. These include the following:
– The possibility exists to automate the plant and provide for plant operation from a remote location utilizing an outside contractor who would employ a local resident. This would also satisfy licensing and governmental agency reporting requirements. The Board must compare the costs of each alternative, including doing everything in-house.
– Rate schedule formulas must be agreed upon which are equitable for each user group. Groups include Commercial and Residential with Seasonal users within each group. The rate schedules must attempt to avoid subsidies between user groups.
– An Ordinance must be enacted which establishes the rules and regulations necessary for the operation of the utility.
EASTERN SERVICE AREA
RLK-Kuusisto, our engineering firm, is preparing a proposal related to Eastern Service Area requirements. The Eastern Service Area includes Handberg Road, Bear Island and the East Bay areas. Sanitary District requirements in these areas will be included in the proposal. The proposal was requested by the Board.
CRANE LAKE TOWNSHIP
The Board anticipates that establishment of the Township will result in a transfer of administrative responsibilities, Board appointments, etc. from the County Board to the Township Board. The Sanitary District Board is in the initial phase of determining those responsibilities.
OBJECTIVE
The current priority is to secure all signed property owner easements. Please contact us if there will be any further delay related to signing your easement. After the initial construction, hook-ups will be at the owner’s expense.
The Board continues to work toward the objective of providing a cost effective system that protects the environment. This has recently included two Board meetings per month with a one-hour study session before each meeting. Upcoming Board meetings will be June 19th and July 10th. Board meetings start at 7:30PM and are held at the Crane Lake Chapel Fellowship Hall. Your interest and involvement could help the Board achieve the objective.
