CLWSD Newsletter #13 – March 2004
This newsletter is being mailed to all property owners within the Crane Lake Water and Sanitary District and other interested parties. It provides a summary of the Board of Managers activities and related requirements for Board decisions.
SUMMARY
The past year has been a very busy time for the CLWSD Board. Gold Coast Project construction contracts were awarded to Wagner Construction for the collection system and Rice Lake Construction for the treatment plant. The mainline piping and the plant building structure were completed before the winter shutdown. Initial Eastern Service Area plans were completed and the Board is seeking project funding. Other current activities include the 2004 construction schedule, user hook-up requirements (Barnes pumps), and a financial plan with rate schedule calculation formulas.
2004 CONSTRUCTION SCHEDULE
The WSA is on track with significant construction work at or near completion. The three major portions of the construction efforts have been in the treatment plant and low-pressure line installation. The estimated completion of the low-pressure lines with final pressure testing to be in mid-April and operational target date for the treatment plant is 1 July.
USER HOOK-UP REQUIREMENTS
The hook-up requirements to the low-pressure lines from existing gravity systems involve the installation of grinder pump tanks, connection to the tanks, and abandonment of existing systems. Once the contractor has installed the tanks, each property owner is responsible for the connection and abandonment portions. We are working to minimize individual interruptions, identify specific hook-up requirements, assist as required with contract/resident interface, and disseminate updates at our Board meetings.
FINANCIAL PLAN
The Board has received the proposed Gold Coast Project financial plan from our financial consultant, Scott Harder. The rates in the plan are based on current estimates and will not be finalized until project completion. Requests for the plan and any questions should be submitted in writing to Clerk Jo Ann Pohlman. After the question and response period, there will be a Public Hearing at 1:00PM on Saturday, April 24th at the Crane Lake Chapel Fellowship Hall.
EASTERN SERVICE AREA (ESA)
The ESA project plans have been submitted to the Minnesota Pollution Control Agency for placement on their Project Priority List. This is necessary for consideration of funding requests from other government agencies. In the meantime, one funding request has been submitted on the holding tank project. The pursuit of funding will be a Board priority in 2004.
